Port dues and payment for services to
shipowners
When issuing invoices to shipowners for services to ships and
port dues, Illichivsk port is guided by "Port Dues Regulations" approved by the
Resolution of the Cabinet of Ministers of Ukraine No. 1544 of 12.10.2000 and
"Duties and Payments for Services given to Ships in Sea Trade Ports of Ukraine"
approved by the Order of the Ministry of Transport of Ukraine No. 711 of
15.12.2000 with later alterations and amendments (Resolutions of the Cabinet of
Ministers of Ukraine No. 989 of 08.09.97, number 1364 of 08.12.97, No. 847 of
10.06.98, No. 445 of 24.03.99 and No 700 of 25.04.00; Order of the Ministry of
Transport of Ukraine No. 487 of 07.12.98).Port dues stated below are for ships
(floating structures) flying State Flag of Ukraine and foreign flags depending
on the groups the ships belong to:

Notes:
- Group C ships (tugboats and barges) and group E and F ships that are on
commercial freight voyages fall to group A.
- Group E and F ships that are on commercial freight and passenger voyages
fall to group C.
Port dues are charged on reference volume of the ship
calculated in cubic meters and equal to product of three values (length, beam
and depth of the ship) indicated in the measurement certificate (overall
dimensions) or in substituting document.
In sea-going ships carrying cargoes on top deck (except
tweendeck cargo vessels) or having two or more decks depth used for calculation
of ship's volume must equal to half-beam of the ship
Reference volume of barge-and-tow storeships, trains and
other compound floating structures on which all kinds of port dues except
sanitary dues are charged equals to the sum of volumes of component
structures.
For calculation of all kinds of dues reference volume of
Ro-Ro, Ro-Flow, On-Board ships, Lo-Ro container carriers, motor car carriers,
lighter carriers and cattle carriers is multiplied by 0,7. Type of ship and her
purpose are determined from ship's documents.
For lighter carriers carrying out cargo operations with
lighters at outer or inner roads port dues are charged on the volume of lighters
delivered by the carrier on arrival to the port and taken on board before
leaving the port.
1.Tonnage dues
For group А, Б and Г ships tonnage dues are charged for
each entry to and departure from the port on 1 m3 of ship's volume at the
following rates in USD:

Note:
Ships called to the port for procedures connected with
crossing state frontier of Ukraine without performing any cargo operations are
released from payment of tonnage dues.
Group E and F ships are released from payment of tonnage
dues
On group C ships dues are charged at the following rates in USD:

If during the same voyage group A ships are called
subsequently to several ports of Ukraine, tonnage dues are collected:
- in case of calls to two ports at 50% discount of basic
rate ruling in each port of call;
- in case of calls to more than two ports at 50%
discount of basic rate ruling in the first port and 75% discount of basic rate
ruling in each next port.
Tonnage dues are charged on group B ships on arrival to
and departure from each port of call at the rates reduced by 50% only for the
first and second voyages made during a calendar year. At next calls made during
a calendar year no tonnage dues are charged on such ships.
In collecting tonnage dues discount of 20% is allowed
for group A freight ships sailing on international lines opened according to set
procedure.
Basic signs of international lines are:
- - approval of compulsory and optional foreign and Ukrainian ports of
call;
- - assignment of ship types for operation at a shipping line;
- - prescribed frequency of calls of assigned ships to Ukrainian ports;
- registration of the line by State Maritime and River Transport
Administration of Ukraine.
2.Canal dues
Canal dues are charged for each single passage of canal
by the ship and each single passage of canal by the ship in transit for 1 m
3of ship's volume:
1. For ships on international
voyage - 0,020 $ US;
2. For ships on
cabotage - 0,0020 $ US.
Rates of canal dues multiplied by 0,38 apply to all
ships with loaded draft not exceeding 4,5 m.
ЗCanal dues are charged on group Б ships on arrival to
and departure from the port at the rates discounted by 50% only for the first
and second voyages made during a calendar year. At next passages made during a
calendar year no canal dues are charged on such ships. Group C, E and F ships
are released from payment of canal dues.
3.Lighthouse dues
Lighthouse dues are charged on 1 m3 of volume of group A
and B ships for each call 3 at the following rates
1. Ships on international
voyages - 0,029 $ US;
2. Ships on cabotage
- 0,0029 $ US.
Group C, D, E and F ships are released from payment of lighthouse dues.
4.Berth dues
Berth dues are collected from berthed ships.
For group A, B, D, E and F ships (sports vessels,
private yachts, sailing and fishing ships) calling at the port without
performing cargo operations the following rates in USD apply:

Note:
Group E ships (except sports vessels, private yachts,
sailing and fishing ships calling at the port for non-cargo operations) are
released from berth dues.
For group B ships (except tugboats) berth dues are
charged on each ton on loaded or unloaded cargo at the following rates:
1. Ships on international
voyages - 0,12 $ US;
2. Ships on cabotage
- 0,012 $ US.
Payment of berth dues is effected separately for each
operation. In case when operations are made at non-engineered shore or under
ship-to-ship scheme, rates of berth dues apply at 50% discount.
Ships lying broadside to the other ship staying at berth
or moored at berth by the head or stern to the pier pay berth dues at 50 %
rate.
For staying idle at cargo (passenger) berth after
completion of cargo (passenger) operations under the reasons within control of
the ship or shipowner berth dues are collected from group A and Б ships from the
time of completion of loading/unloading and fastening of the cargo at hourly
rates for 1 m3 of the ship:
1. Ships on international
voyages; - 0,0104 $ US;
2. Ships on
cabotage - 0,00104 $ US.
5.Anchorage dues
For more than 12 hours anchorage at inner roads
anchorage dues are collected from group A and B ships at daily rates for 1
m3 for actual time of anchorage
1. Ships on international
voyages - 0,0027 $ US;
2. Ships on
cabotage - 0,00027 $ US.
Anchorage dues are collected from group C, D and F
(sports vessels, private yachts, sailing and fishing ships) for the whole time
of anchorage of the ship at inner roads of the port at the following rates:
1. Ships on international
voyages - 18 $ US;
2. Ships on
cabotage - 1,8 $ US.
For each succeeding 24 hour period of anchorage of the
ship on international voyage - USD 2, of on cabotage - USD 1.
Group E and F ships (except sports vessels, private
yachts and sailing ships) are released from payment of anchorage dues.
6.Administration dues
Administration dues are charged on group A, B, C and D
ships for the time of each call for 1 m 3of ship's volume at the
following rates:
1.Ships on international
voyages - 0,014 $ US;
2.Ships on
cabotage - 0,0014 $ US.
Ships called to the port for procedures connected with
crossing state frontier of Ukraine without performing any cargo operations are
released from payment of administration dues. From group A, B, C and D ships
that are called during the same voyage successively to several ports of Ukraine
for cargo handling operations administration dues are collected only at the
first port of call.
Group E and F ships are released from payment of
administration dues.
7.Sanitary dues
Collection of sanitary dues provides for:
- compulsory taking by the port of all kinds of wastes
(except ballast water) from the ship for the whole time of ship's stay in the
port, as well as performance by port's labour force and at port's expense of
operations connected with waste taking (delivery and taking out of crafts,
provision of containers and other reservoirs for garbage collection,
transshipment operations, connection/disconnection of hoses, etc.);
- compulsory delivery to the port by the ship of all
wastes present on board with the aim to prevent their release overboard.
Acceptance of wastes is confirmed by corresponding certificate issued by the
port.
Sanitary dues are collected from group A ships for 1 m
3of volume of the ship or self-propelled floating structure at the
following rates in USD:

Note:
Group B, C, D, E and F ships are released from payment of sanitary dues.
Discount of 50% is granted to ships fitted with
environment protecting equipment for complete utilization of all kinds of ship's
wastes and having international certificate for the prevention of pollution of
the sea by oil and waste water and certificate for the prevention of pollution
of the sea by garbage (ecologically clean).
8.Pilotage dues
Pilotage dues are collected from all ships called at the
port.. For ships flying flag of Ukraine pilotage is optional and no pilotage
dues are collected if ship's master has successfully passed examinations before
port captain's commission and got relevant certificate.
Pilotage dues are charged on the reference volume of the
ship in cubic meters. Ship's volume less than 5000 m3 is taken for
5000 m3.
Pilotage dues include payment for crafts delivering the
pilot to the ship entering the port or taking the pilot off the ship leaving the
port.
From group A, B, D and E ships pilotage dues for
pilotage by approach channels and fairways, for pilotage outside water area of
the port (out-of-harbour pilotage) and for moving between outer roads and port
berths (in-harbour pilotage) are collected at the following rates:

Short mile of pilotage is considered as a complete one.
Pilotage dues for out-of-harbour pilotage is collected from group C
self-propelled ships for one kilometer and 1 kW of effective power of tugboat
or 1 t of cargo carrying capacity of other self-propelled ships at the following
rates:
1. Ships on international
voyages - 0,002 $ US;
2. Ships on cabotage
- 0,00009 $ US.
Short kilometer is taken for a complete one.
Pilotage dues for in-harbour pilotage (between roads and
berth) is collected for 1 kW of effective power of tugboat or 1 t of cargo
carrying capacity of other self-propelled ships at the following rates:
1. Ships on international
voyages; - 0,04 $ US;
2. Ships on
cabotage - 0,002 $ US.
From group C nonself-propelled ships that are towed or
pushed dues are collected at the rate of 25% dues for a tugboat. Dues for a
tugboat are collected at full rate.
Discount of 20% of rates of dues collected for
out-of-harbour and in-harbour pilotage is granted to group A ships going on
international voyages and to group B ships.
Group F ships are released from payment of pilotage
dues.
In case when several ships are piloted at the same time
pilotage dues are collected from each ship at a full rate.
Dues are collected on the basis of pilot's receipt
issued and signed by ship's master or ship's notice of confirmation sent by
radiotelegraph.
Payment for refusal of pilot's services ordered by the ship and for detention of
pilot on board the ship is collected at the following rates:

Note:
- When the pilot is detained on board the ship for more than 2 hours due
to the fact that length of pilotage itself exceeds 2 hours, no mentioned payment
is collected for pilot's detention.
- If the pilot and trainee are taken by the ship piloted by them outside
serviced area, ship's master is obliged to compensate the pilot for going back
(travel expenses, daily allowance and hotel reservation) and to pay remuneration
provided in Table 6 for each day of his stay outside the area of pilotage.
9.Dues for services of Ship Traffic Control Service
(STCS)
Dues for services of Ship Traffic Control Service (STCS)
equipped with shore radar systems (SRS) are collected for 1 m3 of volume of all
ships except group C, D and F ships at each entry to and departure from the port
at the following rates:
1. Ships on international
voyages - 0,0094 $ US;
2. Ships on cabotage
- 0,00094 $ US.
When area controlled by Illichivsk Port STCS is passed
by the ship in transit, mentioned dues are collected at discount of 70% in the
following cases:
1. under conditions of low
visibility;
2. under master's request at any
conditions of visibility.
From ferries operating on ferry line Illichivsk-Varna
mentioned dues are collected at discount of 50%.
Dues for STCS services are collected for actually given
services.
Remote pilotage by traffic control station (TCS) of
Illichivsk port is compulsory for loaded gas carriers, chemical product carriers
and tankers in transit and is paid at the following rtes:
1. Ships on international
voyages - 0,0006
$US/m3 per mile;
2. Ships on
cabotage - 0,00006
$US/m3 per mile.
Dues for passage of TCS area in transit are included in
disbursement account at the nearest port of arrival (departure) with further
transfer of money to relevant ports.
Ship's master first requested STCS services and then
refusing them is obliged to pay appropriate dues for services ordered.
10.Mooring dues
For mooring, unmooring, dragging and re-mooring of all
ships except group C, D, E and F ships mooring dues are collected at the
following rates in USD::

Dragging of ship along berth line for more than ship's
length is considered as 2 operations and that for less than ship's length as one
operation.
Re-berthing of the ship is considered as 2
operations.
11.Payment for tugboats during mooring
operations
All-round payment for tugboat services during mooring,
unmooring and re-berthing of group A (except floating structures) and C (river
self-propelled ships including river-marine ships) ships and self-propelled and
nonself-propelled barges is calculated for 1 m3 of ship's volume t the following
rates (in absence of ice and at wind speed up to 14 m/sec):

In case of ice conditions or wind speed over 14 m/sec
services of tugboats during mooring, unmooring and re-berthing are paid at rates
given in table "Payment for making use of floating craft".
Number and horsepower of tugboats required for mooring
operations are prescribed by Mandatory Port Regulations or determined by
pilotage service as agreed with Master of the ship.
Discount of 20% is allowed for group A ships going on an
international line opened under set procedure.
Discount of 25% is allowed for ships that use thrusters
for mooring operations.
Payment for tugboat services during mooring, unmooring
and re-berthing of group A (floating structures), C (except river ships
including river-marine ships) and group B, D, E and F ships is collected at the
rates given in Table "Payment for making use of floating craft".
12.Payment for making use of floating
craft
Payment for making use of floating craft in all cases
except mooring operations performed in absence of use and at wind speed less
than 14 m/sec is collected at the following rates in USD/hour.

13.Other services
Wastes are taken by the port at tariffs approved by the
director of the port in the following cases:
1. taking of emulsions and
ballast water;
2. after 30 days of ship's stay
in the port;
3. in case of group B, C, D, E
and F ships from which no sanitary dues are collected.
Payments for additional services to shipowners are made
at tariffs approved by the director of the port or according to actual expenses
of the port with approved level of profitability.
