AMENDMENTS TO ANNEX No. 7
TO COMPULSORY REGULATIONS
FOR ILLICHIVSK SEA
COMMERCIAL PORT Dated November 2003
The Rules of oil tankers navigation within the responsibility zone of the "Vessel Traffic Control Station of the Illichivsk Sea Commercial Port" and of the Mooring at Berth of the CJSC "Illichivsk Fuel Terminal".
Effective as of 26.11.2003 by the Order of the General Director of the Illichivsk Sea Commercial Port , No. 914.
І.
General Provisions
1.1. The Annex to the Compulsory Regulations for the Illichivsk Sea Commercial Port (hereinafter the "Compulsory Regulation") contains the "Rules of oil tankers navigation within the responsibility zone of the vessel traffic control system (VTCS) of the Illichivsk Sea Commercial Port" and of the oil tankers' mooring at the berth of the CJSC "Illichivsk Fuel Terminal".
The Annex has been issued on the basis of Art.78 of the Merchant Shipping Code of Ukraine, the Order of the Ministry of Transport of Ukraine dd 18.10.2000, No.573 "Regulations on the Harbour Master of a Sea Commercial Port of Ukraine", the Rules of navigation within vessel traffic control zones in the north-western part of the Black Sea and in connection with the change of the range of cargoes handled (commissioning of the CJSC "Illichivsk Fuel Terminal").
1.2 The Annex shall become effective as of the publishing date.
1.3 The Rules shall be compulsory for oil tankers that call at the Port as well as for organisations and individuals who stay in the territory (water area) of the Port and the CJSC "Illichivsk Fuel Terminal" (hereinafter the " Fuel Terminal").
II. Navigation Rules
2.1 Navigation of oil tankers in the Port waters and at approaches to the Port shall be regulated by the Rules of navigation within the zone of the vessel traffic control station (hereinafter the "Station") of the Illichivsk Sea Commercial Port in compliance with the requirements of the "Compulsory regulations for Illichivsk Sea Commercial Port" (section 3) published in 1999.
2.2 The master of an oil ship that proceeds to the Fuel Terminal to perform oil-handling operations shall be obliged to notify the Harbour Master of the Port and the Port Control Service on time of the ship's arrival 72 hours before the arrival to the Port, and repeat the notification on the arrival 12 hours before
the arrival. If a voyage of an oil tanker from the last port of call takes less than 72 hours, the notification is made to the same addresses not later than in one hour after the ship departs from the previous port of call.
2.3 The Master of an oil tanker shall notify the specified time of arrival and the forward and stern draughts not later than 2 hours before the arrival of the oil tanker to the pilot reception area.
2.4 Having identified the ship, the Station shall permit the ship to enter he zone of its responsibility and takes the ship under emote pilotage for further anchorage at the anchorage No.351 or for leading the ship in the Port. Radar-assisted pilotage of oil tankers shall be compulsory (irrespective of the visibility conditions and the presence of a pilot on board) from the entrance to the Station responsibility zone to the place of anchorage or leading in (leading out) the Port.
2.5 All oil tankers shall enter and leave the Port piloted by the Port pilot only who embarks the ship at 1030 bearing at a distance of 1.86 nautical miles from the lighthouse "Illichivsky" or at the other anchorage, depending on the weather conditions and the instructions of the Station.
2.6 Entry (exit) of the loaded oil tanker to(from) to the Port shall be allowed at wind not exceeding10 m/s, and the entry (exit) of the light oil tanker - at wind not exceeding 7.5 m/s and in the light hours of the day only.
2.7 The passing draught in the channel leading to the Port is minus12 m, and the permissible depth at the berth of the CJSC "Illichivsk Fuel Terminal" - minus 11.5 m.
2.8 Pilotage of loaded oil tankers or light oil tankers with non-degassed tanks from (to) the place where the pilot embarked (disembarked) the ship or from (to) the anchorage area shall be allowed only when accompanied by a safety ship (tug) of at least 2,300 hp
2.9 Light oil tankers proceeding to the CJSC "Illichivsk Fuel Terminal" berth from the 1st to the 2nd water basin of the Port shall pass by Dambovyi island via the eastern passage. In doing so and with a view of ensuring safe passage, oil tankers longer than 160 m shall have to pass towing cables from the bow and stern to the tugs while in the 1st basin area, and proceed, assisted by the tugs, until moored to the Fuel Terminal berth. The speed of movement shall not exceed 4 knots.
2.10 Departure of oil tankers from the Fuel Terminal shall be accomplished along the western passage alignment to the Dambovyi island. The bearing shall be:
3330 - 1530. The passing draught in the channel is 11 m, and the channel width is 100 m. Before each passage of the loaded oil tanker a check sounding of the channel depth shall be made at the western extremity area of Dambovyi island.
2.11 Oil tanker draught shall always be such that the draught margin under keel is at least 60 cm (2 feet).
2.12 While a loaded oil tanker proceeds down the 1st or 2nd water basins, movements of all ships in these basins shall be prohibited.
2.13 Oil tankers departing from the Fuel Terminal shall proceed towards exit with 2 towing cables passed from the forecastle to the tug and accompanied with a safety ship.
2.14 Ships shall be prohibited to stay near berths Nos.19-20 during periods when an oil tanker proceeds from the Fuel Terminal towards exit by the western passage. The oil tanker speed shall be so low as to ensure manoeuvrability..
III. Stay of the Ship at Berth of the
CJSC "Illichivsk Fuel Terminal"
3.1 An oil tanker shall be moored to the Fuel Terminal berth with the aid of at least 4 tugs, two of the tugs should be of at least 2,300 hp capacity each. The required number of tugs shall be decided upon on a case by case basis by the pilot and the Master of the ship, and agreed with the Harbour Master.
3.2 Illumination of the Fuel Terminal berth shall be quite adequate in the dark hours of the day. The CJSC "Illichivsk Fuel Terminal" administration shall be responsible for illumination of the berth and control such illumination.
3.3 While an oil tanker stays at the Fuel Terminal berth it shall be prohibited to pull mooring cables with the automatic winches (in the automatic mode). Also, it shall be prohibited to use steel mooring cables to berth he ship.
3.4 With a view of preventing the Port water area pollution (including the emergency spill of oil products), an oil tanker and the berth shall have to be reliably fenced with oil booms before the commencement of oil handling. Control and responsibility for a timely and reliable fencing shall stay with the CJSC "Illichivsk Fuel Terminal" administration.
3.5 While an oil tanker stays at the Fuel Terminal berth under cargo-handling operations, a fire ship shall have to be nearby and a fire engine and an ambulance shall be at the berth of the Fuel Terminal.
3.6 Oil tankers can receive liquid fuel bunker from the specially equipped bunkering ships after agreement with the Inspection of State Port Supervision and within the outer roads of the Port only, provided all compulsory requirements pertaining to bunkering operations have been met.
3.7 While an oil tanker stays at the Fuel Terminal berth under cargo-handling operations, her crew and the CJSC "Illichivsk Fuel Terminal" administration shall be obliged to strictly observe all requirements of the International Safety Guide for Oil Tankers and Terminals.
3.8 Prior to commencement of mooring operations on the berth, it shall be necessary to check operation of:

water curtain arrangement and shore-based fire-extinguishing means;

means of emergency communication and annunciation;
3.9 Whenever oil tankers are mooring and unmooring, the following persons shall have to be present at the Fuel Terminal berth:
- a representative of the Fuel Terminal;
- a representative of the Inspection of State Port Supervision;
- a foreman of the mooring team, the mooring team is to arrive 20 min before the commencement of mooring operations.
